What HUD rules mean for your water heater

About 14% of Platteville homes are mobile or manufactured homes, and their water heaters fall under HUD's manufactured home standards. A gas water heater has to be the vented type and vented outside, and its combustion system must be fully separated from the air inside the home. That's done one of two ways: a direct-vent, sealed-combustion heater, or a heater in an enclosure with no door, panel or other opening into it from inside the home. That's why many manufactured homes have a water heater closet that opens from outside.

The same rules call for a corrosion-resistant drain pan under every tank-type water heater, piped so a leak drains outside or to a drain, and the heater must be secured in place. Electric tanks have their own limit on standby heat loss. Not every water heater is built for these rules, so when you call, say it's a manufactured home and send a photo of the label.

Water

Soft Carter Lake water, with a little Dry Creek

The town says Platteville's drinking water comes from the Central Weld County Water District. The district's 2026 report gives an average total hardness of 33 mg/L and notes that under 60 mg/L is considered soft. Its water is treated at the Carter Lake Filter Plant, and the district says it is continuing to blend water from Dry Creek Reservoir with its main Carter Lake supply, at a 10% dilution rate. The filter plant notes that Dry Creek water carries more hardness and dissolved minerals, so treated water can run a little harder than Carter Lake alone.

Soft water leaves little scale in a tank, so a heater that pops or rumbles here is less likely to be full of mineral buildup. Rusty hot water or a rotten-egg smell are more often signs the anode rod needs a look. If a water line breaks outside business hours, Central Weld's after-hours number is 970-352-1284. A leak inside the house, after the meter, is a job for a plumber.

Gas and rebates

Atmos Energy gas and its rebates

The town sends residents to Atmos Energy for natural gas service and to Xcel Energy for electricity. About 78% of Platteville homes heat with gas and 20% with electricity. If you smell gas, get out first, then call 911 and Atmos at 866-322-8667 from outside.

Atmos Energy's Colorado rebates cover 80% of the cost of a gas tank water heater rated 0.86 UEF or higher and 55 gallons or less, up to $700, or a gas tankless heater rated 0.95 UEF or higher, up to $800. You need a dated receipt, a licensed contractor if one did the work, and an application within 60 days of installation. New construction doesn't qualify, and the rebates last until the funding runs out.

Permits

Permits through SAFEbuilt

The Town of Platteville handles building permits through SAFEbuilt. Colorado's state plumbing rules (3 CCR 720-1) require a permit and inspection for every residential water heater installation, whether a licensed plumber or the homeowner does the work, according to Loveland's Building Division. On a gas heater, the inspection covers the gas connection and the venting, which matters even more in a manufactured home's sealed water heater closet.
