Water

Mississippi River water, softened with lime

Saint Paul Regional Water Services takes water from the Mississippi River in Fridley and runs it through a chain of lakes to its plant in Maplewood, producing an average of 40 million gallons a day for about 450,000 people. Lime is added in the softening clarifiers to remove excess calcium and magnesium, which the utility says gives water with balanced hardness that protects plumbing. Its report notes that home softening can raise sodium in your water.

Lead

A 10-year plan to remove lead lines

Lead Free SPRWS is a 10-year plan to replace every lead service line in the system, public and private sides, at no cost to property owners. About 17,000 of roughly 96,000 properties have a lead line. Nearly 4,500 were replaced from 2022, and the goal for 2026 is 2,100 more. In 2025, 2 of 105 homes tested above the lead action level, and the 90th percentile was 8 ppb. SPRWS gives free lead test bottles at 1900 Rice Street.

Homes

Older homes, half renters

Census estimates put the median Saint Paul home at 1952, with about 42% built before 1940 and about 14% built since 2000. About 45% are detached houses and about 39% are in buildings with five or more units; about 50% of households rent. Gas heats about 64% of homes and electricity about 32%.

Permits and pickup

City permits, easy bulky pickup

Plumbing permits go through the city's Department of Safety and Inspections, using its PAULIE online system. The fee schedule starts at a $92 initial fee, plus $36 per plumbing unit and $34 per gas unit, with an extra $15 for each 100,000 BTU over 100,000 and a $1 state surcharge. The permit desk is at 651-266-8989.

Since July 1, 2026, bulky items no longer need to be scheduled. Homes with one to four units get 12 bulky pickups a year per garbage cart; set the item out by 6 a.m. and a truck comes within two business days. The city's list includes water heaters, which must be drained first.
