Water

Cleveland water, Bedford pipes

Bedford is a master metered community. It buys all of its water from Cleveland, which draws from four intakes far out in Lake Erie, and the city doesn't treat, pump or store the water once it enters Bedford's system. The city's distribution system dates back to the 1910s and has roughly 50 miles of mains, mostly cast iron and ductile iron. In 2025 Bedford replaced three mains from the early 1900s.

Cleveland Water's 2025 report lists hardness between 105 and 130 mg/L, averaging 117, or about 7 grains per gallon. When the city exercises valves, the water can turn discolored for a while; the city says to run cold water until it clears. If only your hot water stays rusty, the tank may be the cause.

Lead lines

Older homes, worth a check

The city says homes built before 1954 are more likely to have lead service lines, fixtures and solder, and it asks residents to check the line where it meets the water meter and fill out its service line survey. The water superintendent, at 440-735-6588, can help or schedule an in-home assessment. The service line inventory itself can be viewed at 100 Solon Road.

In the 2025 report, none of the 30 homes sampled was over the lead action level. The same report notes the city didn't show the state that it had sent the required 2025 notices to every customer with a lead, galvanized or unknown line.

Homes

Older homes, many rentals

The median Bedford home was built in 1958, about 22% are older than 1940, and only about 4% date from 2000 or later. About 41% of households rent, and about 27% of homes are in buildings with five or more units. Gas heats about 73% of homes and electricity about 24%.

Permits

City permits for hot water tanks

Bedford's Building Department lists hot water tank installation or replacement among the jobs that need a permit. You can apply in person at City Hall, 165 Center Road, from 8 to 4 on weekdays, or online through the city's Citizenserve portal; the department's number is 440-735-6530. The fee schedule lists residential minor plumbing alterations at $75, and work done without a required permit is charged at twice the normal fee.

The city doesn't run a separate bulk pickup. Appliances and furniture go out with your regular trash on your collection day.

Before the plumber arrives

Safe steps for Bedford homes

  1. Leaking? Close the cold water valve on top of the tank.
  2. Turn off the gas valve or the breaker for the heater.
  3. Gas smell? Leave the house, then call 911 and your gas utility from outside. Enbridge Gas Ohio takes leak reports at 1-877-542-2630; if another company bills you, use the number on your bill.
