Circleville draws its water from four wells at the water treatment plant at 663 Island Road. The plant is an iron and manganese removal facility, built in 1962, upgraded in 1983, expanded in 1990 and upgraded again in 2012. The city's report notes that the aquifer lies less than 15 feet below the ground. Since June 2015 the city has had an emergency backup connection to the Earnhart Hill water system, which it didn't use in 2025.

Hydrant flushing and discolored water
The city flushes its hydrants every year to clear naturally occurring sediment from the mains, and it says the program will significantly reduce discolored water. The 2026 round was set to start September 14 in the Island Road area and take up to three weeks, on weekdays from 8 a.m. to 4 p.m. If your water turns discolored, the city says to run cold water for several minutes until it clears. Running the cold first also keeps that sediment out of your water heater.
Hargus Creek backwater
When the Scioto River runs high, it backs up Hargus Creek into Circleville. The National Weather Service says that at about 26.5 feet, close to the FEMA 1% flood, many structures along Hargus Creek flood, while most of the rest of the city isn't affected until about 30 feet. The record crest, 28.2 feet, came in March 1913.
FEMA's flood repair guide says a heater should be replaced if floodwater reached its burner, controls or insulation. Turn off its gas or power and have it checked before you use it again.
Older homes, many rentals
The median Circleville home was built in 1964, and about 23% date from before 1940. About 75% of homes heat with gas and 24% with electricity, and about 44% of households rent. In older houses, look at the shutoff valves, connectors and venting whenever the heater is repaired or replaced. Renters should call the landlord first.
