Water

Three plants, slightly different water

Columbus draws on the Scioto River, Big Walnut Creek and groundwater from the sand and gravel of the Scioto River Valley, treated at three plants that all soften the water. In the city's 2025 report, water from the Dublin Road plant averaged 7.3 grains per gallon of hardness, Parsons Avenue 7.2 and Hap Cremean 5.7. The city calls its water moderately hard. Sediment still settles in a tank over the years, so a heater that rumbles or pops is worth a flush.

The city is also planning a fourth water plant. In its 2023 lead and copper sampling, none of the 50 homes tested was over the action level.

Lead lines

A 12-year lead and galvanized line program

Columbus is replacing lead and galvanized water service lines across its water service area over 12 years, at no direct cost to owners, when construction reaches each street. WOSU reported in April 2026 that the city expects to reach about 50,000 homes, starting with areas like the Hilltop. Only properties whose owners sign a work agreement qualify. Without one, the city says, the owner must replace the line at their own cost, which can run $6,000 to $10,000.

Until crews reach your street, a leak on the private side of the service line is your responsibility. Lead Safe Columbus takes calls at 614-645-6725, and the city's LEAP program may help with replacement costs.

Permits

A minor work permit for most swaps

Columbus Building and Zoning Services lists water heater replacement in one, two and three family homes on its approved minor work permit list, which means no plan review. The 2026 fee is $140, including one inspection. A homeowner who lives in the house can pull the permit for their own work by signing a notarized affidavit. Otherwise, the work has to be done by a licensed contractor.

Homes

Apartments, rentals and electric heat

The median Columbus home was built in 1980, and about 12% date from before 1940. About 32% of homes are in buildings with five or more units, 56% of households rent, and 34% of homes heat with electricity. Renters should call the landlord first, then shut off the cold water to the heater if water is spreading.

The city picks up bulk items for free when you schedule through 311 at 614-645-3111, including appliances without refrigerants, like dishwashers and washing machines. Water heaters aren't named, so ask when you book. You can also drop off bulk items free at the Alum Creek or Georgesville convenience centers, Tuesday through Saturday from 9 a.m. to 5 p.m.
