Water

Two reservoirs, one city plant

The Shelby Water Treatment Plant draws from two reservoirs. Reservoir 2, at the south end of town, is filled from the Black Fork River and holds about 250 million gallons; Reservoir 3, off London West Road, is filled from Marsh Run Creek and holds about 388 million. Together they hold about a year's supply. The plant treated an average of 1.34 million gallons a day in 2025, and the city says water is tested every two hours. The report doesn't list a hardness figure.

The water plant's number is 419-342-2171.

Lead lines

A map with two sides

Shelby posts an online map of its service line inventory. Each address shows a circle split in two: the left half is the city's section of the line and the right half is yours, colored grey for unknown, blue for copper or plastic, yellow for galvanized and red for lead. The city is still digging to identify unknown lines and updates the map as results come in. Lines that need replacement are lead lines and galvanized lines downstream of lead, on either side. In 2025, none of the 20 homes sampled was over the lead action level.

Homes

Older homes, city power

The city has supplied power since 1890 and buys it through American Municipal Power and AEP, serving 4,879 residential customers over 79 miles of line. City electric customers can apply for rebates on Energy Star products through the city's residential efficiency program; the Utilities Office at 419-342-4085 can tell you which items qualify.

Permits

County permits, city registration

The city says all residential building permits go through the Richland County Building Department. Any contractor doing repair or replacement work inside Shelby must first register at City Hall, including a copy of their state license where one is required. To confirm which office handles a water heater permit at your address, call the city's zoning inspector at 419-342-3600.
