Water

Reservoir water from Deer Creek

Alliance's main supply is Walborn and Deer Creek reservoirs, which hold about 2.85 billion gallons combined. Deer Creek was dedicated in 1954 to feed the city's plant. The Mahoning River is the backup source and hasn't been used since 1999, though its pumps are kept ready.

The plant on North Rockhill Avenue opened in 1993. Its steps include carbon treatment, alum coagulation, filtering, a caustic soda stability adjustment, UV oxidation, chlorine and fluoride. The city doesn't post a hardness figure in its report, so a quick test kit is the way to know what your tank sees.

In January 2025, about 5,000 connections on the south end of town lost pressure for 20 minutes before a booster pump brought it back above 20 psi. A pressure drop like that can stir sediment. If your hot water looks cloudy after one, flush the tank.

Lead lines

A big lead inventory

The city's public service line inventory lists 9,968 lines. Of those, 1,664 have a city-owned portion classified as lead, and almost all customer-owned portions are listed as copper or other non-lead material. You can look up your address in the SLIM Public spreadsheet on the city's Water/Sewer Distribution page.

If your line looks different from the listing, the city has a Service Line Verification Form. Send it with a photo of where the pipe comes through the wall or floor to [email protected]. A magnet sticks to galvanized steel but not to lead or copper. In 2025 testing, none of 32 samples was over the lead action level.

Homes

Old homes, half renters

The median Alliance home was built in 1951. About 41% date from before 1940 and only about 6% from 2000 or later. About 49% of households rent. If you rent, tell your landlord first, and shut the cold supply valve above the heater if it's leaking. About 79% of homes heat with gas and 18% with electricity.

Permits

City health permits, bulk pickup

Inside Alliance, the Alliance City Health Department licenses plumbing contractors and issues residential plumbing permits, not the county. Its permit form, last revised in 2016, lists a water heater as a $10 fixture on top of a $50 permit fee and $50 per inspection. The department is at 537 E. Market St. and answers 330-821-7373.

Kimble picks up trash for the city. For a large item like an old tank, call Water Billing at 330-823-3126 by 2 p.m. the day before your pickup. The city says items must be made environmentally safe first, and the Kimble bulk guide it posts lists water heaters as approved bulk items.

Before the plumber arrives

Safe steps for Alliance homes

  1. Leaking? Close the cold water valve on top of the tank.
  2. Turn off the gas valve or the breaker for the heater.
  3. Gas smell? Leave the house, then call 911 and your gas company from outside. For Columbia Gas of Ohio, that's 1-800-344-4077.
