Water

Meander Creek water, softened at the plant

The Mahoning Valley Sanitary District treats about 27.3 million gallons a day from Meander Creek Reservoir, and its treatment includes chemical softening. Youngstown then distributes about 17.4 million gallons a day through 750 miles of pipe to the city, Austintown, Boardman, Canfield Township and Liberty.

The city's 2025 report has a tip worth knowing: if you find particles in a faucet screen, check with a plumber, because they could be pieces of plastic from the water heater's dip tube. It also says white scale on faucets and showerheads can come from calcium carbonate.

Lead

Service line replacement

Using a $1.2 million congressional grant, Youngstown Water crews have been replacing lead and galvanized service lines around the city. The Buckeye Platt to Cottage Grove project was set to start in September 2025 and replace 800 lead lines, and a Crandall Park project would replace 430 more. The city's water department takes lead questions at 330-884-6005.

Of 205 tap samples in 2025, two were above the 15 ppb lead action level, with no violation. The same report says the city did not send required notices to customers whose service lines are classified as galvanized requiring replacement, and that those notices will be mailed.

Homes

Old houses, gas heat

Census estimates put the median Youngstown home at 1950, with about 39% built before 1940 and about 5% built since 2000. About 79% are detached houses and about 44% of households rent. Gas heats about 84% of homes and electricity about 13%.

Permits

County inspection, city trash pickup

The city says its building inspection is administered by Mahoning County, and it sends all residential permit applicants to the Mahoning County Building Inspection Department, 50 Westchester Drive, Room 201, in Austintown, at 330-270-2894. Call them to confirm what a water heater swap needs.

Youngstown collects trash in city-issued 96-gallon carts. The city's cart guide says to put furniture and heavy appliances out next to your cart; Environmental Sanitation is at 330-742-8800.

  1. Leaking? Close the cold water valve on top of the tank.
  2. Turn off the gas valve or the breaker for the heater.
  3. Gas smell? Leave the house, then call 911 and your gas utility from outside. Enbridge Gas Ohio, which lists Youngstown among its communities, takes leak reports at 1-877-542-2630.
