Reservoir water or hard well water

The Manchester Water Department draws on seven reservoirs and nine active wells. Reservoir water is treated at the Globe Hollow plant on Spring Street, and in 2024 it made up 51.7% of the supply, with wells supplying the other 48.3%. The department says its water ranges from moderately hard where reservoir water is blended with well water to very hard in areas served by the New State Road and Love Lane wells, which run about 250 mg/L, or 14.6 grains per gallon.

The 2024 report measured calcium at about 14 ppm in the blended zone and 69 ppm in the New State Road and Love Lane zone. It also notes that more of the supply comes from wells in summer, so the water carries slightly more minerals then. Hard water leaves scale in a tank over time. Call 860-647-6050 and the department will look up which zone you're in.

Flushing

Flushing season and your hot water tank

The town flushes its water mains each year, with 2026 work set for weeks in June and early July, from 7:15 a.m. to 3 p.m. If discolored water reaches your home, the town says to run each cold faucet until it clears, then the hot. If the hot water stays discolored, it says you may need to flush sediment from your tank by opening the drain valve at the bottom and running it until the water clears. For discolored water that doesn't clear, call the Water Division at 860-647-3201.

Service lines

Galvanized and unknown service lines

In November 2024 the town published an inventory of about 16,100 service lines. It found over 4,900 non-lead lines, 460 galvanized lines that will need replacing and fewer than 10 lead lines, with nearly 11,000 still unknown. The town's goal is to replace all lead and galvanized service connections within ten years. You can look up your address on the town's service line map or email [email protected].

The Water & Sewer Department notes that income-eligible properties may get help through an Emergency Replacement Program that covers plumbing repairs for water and sewer. Water costs $5.36 and sewer $7.87 per hundred cubic feet, about 748 gallons, so a leaking tank or a relief valve that keeps running shows up on the bill.

Permits

Plumbing permits and who can do the work

Manchester takes permit applications through its online portal, and the Building Inspection Division processes each permit type, including plumbing and mechanical, separately, with no blanket permits. Its FAQ says an owner of a single-family, owner-occupied home may do the work on their own permit. If someone other than the owner lives there, or the home is a two-family or larger, a state-licensed contractor must do the work. The division is at 494 Main Street, 860-647-3052.

That matters here, since about 43% of Manchester homes are rented and 28% are in buildings with five or more units. About 25% of homes heat with oil and 17% with electricity.

Old tank

Scrap metal at the transfer station

The transfer station at 311 Olcott Street takes scrap metal for free, which it defines as anything at least 50% metal. You need a recycling permit card, free to residents with proof of residency, from the Sanitation Office window. It's open Tuesday through Friday and Saturdays, closed Sunday and Monday. The page doesn't list water heaters by name, so call 860-647-5235 to confirm before you haul an old tank.
